These allegations - according to the rumours - may have been connected to political strategies either of China or of Russia. Because they are only rumours the discussion about this remains in speculation. It could also be that an external threat is used to get support for the development of own technology or to become a more influential group within the system.
If China might be the origin of such climate influence it would have bought it from someone else. It is more probable that such possible climate influence would have come from Russia, as it could have relied on its own ressources in that matter.
But the most realistic conclusion is that this "non-lethal" (in military terms: no massdestruction of the population) technology is developed in the context of the upraisal of the so-called "Neocons" and their political program inside the U.S. It was the proclaimed goal to keep superiority in the world. When Forbes declares Putin to the most powerful person in the world Forbes includes with this declaration at the same time a threat to Obama: "Why are you not that powerful as Putin is?"
In many ways the USSR was militarily superior compared to the NATO. The system collapsed for economic reasons - as it was hoped for by Ronald Reagan. The risk of using military power to stabilize the economic problems was too high to take advantage of the technological superiority in certain areas.
The result: this technology and other technologies as well were sold to the West, as the Greek economist Kazaki mentioned in connection with the discussion about the origin of the technology of chemtrails.
