Daniel Cohn-Bendit mentioned in the interview (look to the first post above) in the documentary film "Bye, bye blue sky" (Patrick Pasin) ( http://www.youtube.com/watch?v=ToxPiW_2RC8 ) about "military strategies" after being asked about the matter of chemtrails.
He did not explained what kind of "military strategies" they are.
According to the protocol of the "Open Mind Conference", Oslo 2012, Page 46 at least one strategy might be the hiding air traffic behind a fog of plasmas for the radarwaves or other electromagnetic radiation spectra which not only develop stealth quality to airplanes with radar-absorbing layers on their surface but obviously also to usual planes. This kind of strategy is quite the opposite of what it's called "Open Sky Policy":

"Short article in Popular Mechanics on July 1996 announced existence of system called Variable Terrain Radio Parabolic Equation. In the article was stated that the VTRPE shows pilot what nearby radar systems can and cannot see under different terrain and atmospheric conditions using bands of different color generated by signal-curtaining inversion layers. In case of quitting because of his unauthorized interview with members of the French Green Party shown in "Bye, Bye Blue Sky" it is sad, of course, that he quitted because of this interview. But in this regard the interests of public welfare are overwhelming compared to the injured respect to Daniel Cohn-Bendit. As members of parliaments (not only one single parliament) are also (not only governments employees) underlying obligations of secrecy it is a rare document as what elected representatives of the people are really thinking. If you study this interview carefully you notice that Cohn-Bendit felt with this topic incommodiously. Obviously, he was conscious himself that it has a high-level significance. The reason for this significance is still publicly unknown. Therefore nobody can comprehend why these programs are necessary.
The interests of public welfare occur because of the individual rights against the state (at least where this is written in the single constitutions of the countries) who - at least!!!!! - has the obligation to protect its citizens. And if he is not doing so the citizens have the right to protect themselves. But if the citizen doesn't have the knowledge about sky programs he or she is not able to do the best.
