from link above: "January 31, 2011 -- David Keith, Professor of Chemical and Petroleum Engineering at the University of Calgary, explores possibilities for the intentional alteration of Earth's radiation budget as a means to mitigate risks to Earth's climate and human society in the face of insufficient or ineffective emissions reduction efforts.
Minutes: 8 Seconds: 27 till Minutes: 8 Seconds: 31 "David Keith: And by the way, it's not really a moral hazard it's more like FREE RIDING ON OUR GRANDKIDS."
Minutes: 8 Seconds: 33 till Minutes: 8 Seconds: 57 "Dane Wigington: Numerous studies including from CARB (California air resources board) have meant sub micron size particulates is being particularly harmful for human respiration. Do all discussions today - I have not heard any mentioning of this fallout - and has this been studied and also the effects of highly reactive metal like aluminum on toxifying soils and waters?"
Minutes: 8 Seconds: 58 till Minutes: 9 Seconds: 7 "Alan Robock, Geoengineer: The question is what would be the effects of these materials on human health if they come down into the stratosphere in particular small particulates of aluminum."
Minutes: 9 Seconds: 8 till Minutes: 9 Seconds: 46 "David Keith: So the collaborators in my working on the aerosol scheme are folks from Carnegie Melon" ( http://globalskywatch.com/chemtrails/ubbthreads.php?ubb=showflat&Number=7016#Post7016 , http://globalskywatch.com/chemtrails/ubbthreads.php?ubb=showflat&Number=7172#Post7172 ) " who focus on human health impacts and what we even have not published yet that was the very first thing we did. To do the order of magnitude of calculation in a pencil paper but we are not experts of human health impacts and whether it could be an issuue and for aluminum or other particulates there are a lot of toxicological things are needed to be looked at seriously. If you just think of the sheer number of particles and human health impact of these particles the answer is what we haven't published it that was the first thing we looked at with some leading experts who (?)logical research on human health impacts. It's not even close to an issue."
Minutes: 9 Seconds: 47 till Minutes: 9 Seconds: 53 "Dane Wigington: So let me clarify, so 10 megatons of aluminum dumped into the atmosphere would have no human health impacts?"
Minutes: 9 Seconds: 54 till Minutes: 10 Seconds: 7 "David Keith: So, so let me be more careful here: What the seperate out the toxicological - the aluminum: we have begun to research and published nothing."

Professor Keith has worked near the interface between climate science, energy technology and public policy for twenty years. His work in technology and policy assessment has centered on the capture and storage of CO2, the technology and implications of global climate engineering, the economics and climatic impacts of large-scale wind power and, most recently, the land footprint of energy technologies.
As a technology developer and innovator, Prof. Keith has built a high-accuracy infrared spectrometer for NASA's ER-2 and developed new methods for reservoir engineering to increase the safety of stored CO2. Since 2009 he has led Carbon Engineering Ltd., a start-up company developing technology to capture CO2 from ambient air at an industrial scale.
Prof. Keith took first prize in Canada's national physics prize exam, won MIT's prize for excellence in experimental physics, was listed as one of TIME magazine's Heroes of the Environment 2009 and was named Environmental Scientist of the Year by Canadian Geographic in 2006. He spent most of his career in the United States at Harvard University and Carnegie Mellon University before returning to Canada in 2004 to lead a research group in energy and environmental systems at the University of Calgary." http://www.srmgi.org/working-group/ Solar Radiation Management Governance Initiative Member of the Working Group
"Cloud drop charge and size have been measured with tethered balloon-borne equipment in the lower few hundred meters and at an early stage of a forming thunderstorm by photographing the droplets in a combined sound wave and electrostatic field. The drop size distribution shows a peak at 7 to 8 microns in diameter, and the charge distribution at each of several drop sizes shows an average negative charge of −18×10−8 esu, and a mean absolute charge 〈|q|〉 = K0 r2, where K0 = 1.72 esu cm−2. At an observed average of 200 to 300 drops cm−3, this corresponds to a space charge concentration of about −5×10−5 esu cm−3 or 105 elementary charges cm−3." Colgate, S. A., and J. M. As a non-professional in meteorology I would suspect that the influence of specific electromagnetic irradiation into an array saturated with nano particles of aluminum oxide would influence the behavior of these particles toward existing environmental humidity.
As a salt moisture is drawn to aluminum oxide by itself. The piezoelectric charging of these nano particles increases - according to Bhalwankar et al. - the size of the bounded droplets. The volumetric rate of nano aluminum is compared to sulphur four times higher (Keith) which gives even more space to the bounding of environmental humidity. Not enough in raising the capacity of storage of existing environmental humidity nano aluminum has 16 Times less the Coagulation Rate of the one of sulphur.
Abstract: 1. Aluminum oxide is a salt. Humidity is drawn to all salts. 2. The electric charge of droplets regulates the capacity of water storage in the droplets through its surface tension. 3. The very low volumentric rate of nano aluminum gives adhesive space of storage for humidity. 4. The extreme low Coagulation Rate of nano aluminum gives even more space of storage of humidity from the environment.
It makes sense to irradiate electromagnetically a cloud of dust of nano aluminum in a specific air space for the acquisition of humidity.
In that context the episode "Great Lakes Conspiracy Theory Jesse Ventura" would be better understandible as water is being made to a commodity on a large scale:
When you have any water rights and you want to exploit them it is important to receive steady replenishment of water to your land. And Solar Radiation Management (SRM)(solar Geo-Engineering) maybe one way to reach that goal. And the CO² story is just the cover story (smoke grenade) to justify the air pollution connected with SRM. Maybe this is one of the reasons why the CO² story is that extremely "holy" and "untouchable".

Although it is dazzling why Jesse Ventura complies with Caldeira ( http://dge.stanford.edu/labs/caldeiralab/ ) he complies in general with hypotheses which may be one or more reasons of why geoengineering is occurring. For that reason this video by Jesse Ventura is nevertheless important. He delivers reasons, but he refuses to make the last step as he is obviously too afraid of the confrontation or for reasons of state. The later one could be caused by the picture painted by Dane Wigington. Who knows?
As the original youtube-video in the link above dissappeared I replaced it by new ones. The water question maybe one motivation for the aerosol spraying.
