Dear Russ,
what does haarp sound like ? We have a pulse here in SW Ireland since april 2011 . Very annoying, very low frequency and most people do not hear it, but enough to exclude a "low-frequency-tinnitus". Its there 24/7 but sometimes seems more intense.
