(November 22, 1918 – January 1, 2009)

"JUPITER, Fla., Jan. 30, 2006 - Retired National Oceanic & Atmospheric Administration (NOAA) Project Director Dr. Waylon 'Ben' Livingston recently confirmed in an article published on PrisonPlanet.com what Peter Cordani, Chief Technology Officer of GelTech, has been saying for seven years: Seeding clouds, thunderstorms, and hurricanes will work.
...
What's more, Livingston, a former naval physicist who holds a Master's degree in cloud physics and who is possibly the world's leading authority on weather modification and cloud seeding, stated that reducing a Category 4 storm would not be extremely difficult--a theory GelTech Solutions has held for years.
And Livingston is not the first expert to state that cloud seeding holds promise.

Neither has Livingston--but he has successfully seeded clouds and reportedly flown on over 250 missions into the eyes of hurricanes. And in an article published on the Midland Reporter-Telegram's Web site, Mywesttexas.com, on Sept. 25, 2005, Livingston went on record as saying Hurricane Katrina "could have been dramatically curtailed" (http://tinyurl.com/azoat).

Many scoff at the possibility of weather control and simply refuse to believe it exists.Attempting to even engage such people in conversation on the subject is fruitless because their mind is set.Yet the reality is that weather modification has been in operation and continual development since the 1960s.
Livingston, now 77, has a master's degree in cloud physics from the Naval Weapons Center and Navy Post Graduate School in California, a degree he later used in the battlefields.
According to a recent report 'He seeded clouds and dramatically increased rainfall in his theater of war, creating impassably muddy roads, slowing down the Vietnamese and Korean troops, and saving lives and entire towns from occupation.'
Livingston was even invited to the White House where he briefed President Lyndon B. Johnson on the effectiveness of weather control activities.Livingston asserts that hurricane control was a national priority of the government in the 60s and they had the ability to do it at that time. That was 40 years ago.
He now works with scientists and pilots at Weather Modification Inc., in Fargo, N.D.His research of hurricane control has been confirmed by the Stanford Research Institute.
He has personally flown on 265 missions into the eyes of hurricanes and has gone on record as 'most disgusted' with Hurricane Katrina because he knows that the storm itself could have been minimized.
Livingston revealed that to reduce or redirect a category 4 hurricane would not be that difficult:
'A hurricane is made up of energy sails and each of those sails adds to the ferocity of it.It was proven in 1974 by an international project that these energy sails exist and that they are the reason that hurricanes can develop and grow move and cause damages. So there's no reason to attack the hurricane in total but just to fly in to the right front quadrant primarily relative to the direction the storm is moving in and seed those energy sails that are converging and making the rain and wind velocity increase in the front part of a hurricane.'Livingston asserted.
He went on to explain exactly how to minimize and control the hurricane:
...
Livingston added.
Alex put the question to Livingston, if it is so simple to do and the government knows how to do it and has been doing it since the 60s then why did they not attempt to minimize hurricane Katrina?
...
Livingston said.
'Their charge was to employ the most brilliant scientists around the world, and meteorologists and physicists, to work out a concept for reducing damages from hurricanes. What brought that on was that we had three tremendous hurricanes in 1953 and '54 that affected the twelve northeastern states ...Basically The National Oceanic Atmospheric Administration (NOAA) was formed to take that responsibility.'He went on to say.
Mr Livingston went on to describe how Project "Storm Fury" of which he was a national director was then set up in the mid 60s.Much of the research was carried out on hurricanes in the Atlantic at that time.
Project Storm Fury was shut down on the logic that the data was not good enough to use in statistical studies. Many believe that the research then became part of a black operation on weather modification.
Upon recently writing to verify what the national policy is on hurricane research, Livingston received the following response:
...
Livingston added.
Dr Livingston went on to read a statement from the Stanford research Institute who were brought into Project Storm Fury in the late sixties as a third party, which stated conclusively that knowledge of how to stop hurricanes had been uncovered and that they would be directly liable should a hurricane hit and cause extensive damage and loss of life.
Livingston revealed that on the 18th August 1969, five seedings at two hour intervals on Hurricane Debbie, researchers deduced that the wind speed had decreased from 115mph to 80 mph. That is a 30% reduction and a 45% reduction in damages. On August 20th a second seeding decreased the wind speed again to just under 100 mph, a reduction of around 15%.Some scientists involved wanted more research and to uncover clearer patterns so they brought in Stanford as a third party, who determined that more seeding should be done for damage reduction.
Of course, during the Vietnam war the goal for Livingston and his colleagues was to actually strengthen adverse weather, to inflate and exacerbate the monsoon season in order that the Vietnamese get bogged down.So not only is prevention possible, but also creation of harsh weather conditions.
Dr Livingston was assigned in 1966 from the Naval weapons research Laboratory to a marine fighter squadron in Vietnam.Instead of guns, the aircraft under Livingston's control were fitted with cloud seeding equipment.
'My mission was to find clouds and seed them for maximum precipitation value' he commented.
...
Alex went on to ask Dr Livingston whether it was dangerous flying into hurricanes, and whether that was a factor that could have prevented operations going ahead.
...
Livingston answered.
Dr Livingston puts beyond doubt the reality of weather modification. His take on Hurricane Katrina is that it was not prevented for political reasons.

Ben Livingston: Cloud physicist has eye on hurricane control
Waylon 'Ben' Livingston knows his ...
aircrap.org [cached]
Waylon "Ben" Livingston knows his ideas are controversial, so he steps lightly when talking about them. His theories have been proven, the technology is in place. Research shows his ideas could save hundreds, maybe even thousands, of lives.
He is a fascinating man with credentials as long as the wingspan of the airplanes he flew as a commander with the U.S. Navy in Korea and Vietnam.
Livingston, 77, moved to Midland with his parents during the Depression. He earned his master's degree in cloud physics from the Naval Weapons Center and Navy Post Graduate School in California, a degree he would use in the battlefields. He seeded clouds and dramatically increased rainfall in his theater of war, creating impassably muddy roads, slowing down the Vietnamese and Korean troops, and saving lives and entire towns from occupation.
He is proudest of his award from the secretary of Navy, which says, 'Lt. Livingston directly participated in project flights in a combat zone, in program planning, scientific data collection and evaluation ... his unwavering devotion to duty were major factors in the outstanding success of the project and were instrumental in the development of a unique, major combat capability for the United States.'
Before receiving the citation, Livingston was invited to the White House where he briefed President Lyndon B. Johnson on the effectiveness of weather control activities and the resulting slowing of traffic by the military support trucks bringing supplies to Southeast Asian troops.
Livingston's findings deal with hurricanes and what scientists call weather modifications. His research includes 265 missions into the eyes of hurricanes and he calls himself maybe the "most disgusted" person in the country about Hurricane Katrina.
The storm, he says simply, could have been dramatically curtailed, the damage minimized, the levees of New Orleans saved.
Livingston works with scientists and pilots at Weather Modification Inc., in Fargo, N.D. His theories also have been verified by staffers there. He has logged 15,000 hours of hurricane reconnaissance experience and all of his penetrations into the eyes of hurricanes were of the low-level variety - where he would fly in from low altitude then up and into the eye. He said the refraction of light onto the water through the eye of a hurricane is the most beautiful and memorable site he has ever witnessed. It was made even more so after nightfall when the stars and moon work together.
'In the 1960s, a national priority of our government was hurricane control,' Livingston said. 'Silver iodide is used as a nuclei that causes raindrops to form. The original hypothesis is that if you get enough rain or cool air into a hurricane you can diminish its velocity and strength. When I left the military in the 1960s, we had the ability to do that, and reduce wind velocity in hurricanes by 25 percent and damage caused by a hurricane by 63 percent.'
Livingston said his research of hurricane control was confirmed by the Stanford Research Institute. The program of controlling hurricanes, though, was mysteriously dropped by the federal government because of, as he termed it, "politics and professional jealousy. Livingston said powerful Washington lobbies control areas preventing the reinstatement of the hurricane-reduction program, and when asked why it has not yet been resinstated, Livingston cites what he calls an 'industry of destruction.'
Livingston said his return trip this week to the WMI in Fargo will hopefully result in a reinstatement of his program in 2006. Although he says hurricane control is one thing the government should definitely be trying to do, he suggested hurricane control be privatized.
'You'd think the insurance and energy sectors would jump all over something like this, but they're not willing to go counter to a government agency,' he said.
The hurricane control program, he said, is a 'no-brainer when it is explained in simple terms,' but he admitted it would cost millions of dollars to get off the ground.
'The bottom line is, you cannot make an argument against saving lives and propertry,' Livingston said.'If it can be done, it ought to be done.'
Livingston, who does not believe global warming is to blame for the recent spate of deadly hurricanes along the Gulf coast, said reinstating the hurricane control program would have a greater impact for the good of the country.
...
I am aware of Mr. Livingston's work- he is basically taking classic cloud seeding as it has been used for the last 60yrs and trying to apply to Hurricane abatement...
...
PS: Perhaps you should ask Mr. Livingston if he thinks those persistent trails in the sky are anything more than normal contrails....

"U.S. Energy Department Awards Grant to Inventor
Mary Jo Nelson • Modified: October 11, 1987 at 12:00 am • Published: October 11, 1987

During his childhood, Ben Livingston's mother saved string, rolled it into balls and used it to mail packages. Her son is carrying the thrifty habit further with his patented Stringsaver, a device that could save oil and gas drilling companies and pipe manufacturers time and money.

The U.S. Energy Department is so impressed with Livingston's invention that it awarded him a $94,000 grant to develop it further. It is the first and only inspection equipment ever to receive financial help from DOE, a department spokesman confirmed.

"I actually didn't think of my mother's string saving when I named it," Livingston said with a laugh. "But it's a nice connection."

Waylon A. "Ben" Livingston's Stringsaver refers to the string of drill pipe that goes into every oil and gas well.

The president of TubeSonics International Inc., based in Norman, Livingston believes the device on which he holds six patents could be one of the greatest boons to the drilling industry in many years.

Besides saving time and money, it will end one of the great inconveniences of the oil patch, a tedious and expensive process of inspecting every foot of the drill string.

Its full title is the Stringsaver Portable High Speed Ultrasonic Inspection System, and its magic is in the speed, efficiency and convenience it provides.

The Stringsaver uses ultrasonic energy in a circle pattern to inspect new pipe as it is made or as it is installed into the borehole from the drilling rig.

"Or it can be installed on rigs for inspecting used drill pipe during any routine retrieval or lowering of the drill pipe into the drilled hole," Livingston said. Any "trip out or trip in," when pipe is pulled to change drilling bits could double as pipe inspection time.

In actual operation, the Stringsaver is attached to the rig, underneath the floor. It rests on top of the blowout preventer, and as pipe moves up or down, it is instantly inspected by electronic gadgets called "transducers."

Livingston explained these are crystal elements imbedded in plastic vibrators that send out sound signals. That means they tell the driller if he's got an invisible crack or some other flaw in the pipe, anything that could cause trouble later.

As the pipe string passed through the Stringsaver, it pulsed on and off, enabling the system to instantly determine the inside and outside dimensions of the tool joint, its bevel and all other measurements that would indicate whether all is well.

"Dyn-O-Mat(R) Plan to Seed Hurricanes Validated by Former NOAA Project Director

JUPITER, Fla., Jan. 30 /PRNewswire/ -- Retired National Oceanic &
Atmospheric Administration (NOAA) Project Director Dr. Waylon "Ben" Livingston
recently confirmed in an article published on PrisonPlanet.com what Peter
Cordani, founder of Dyn-O-Mat(R) (http://www.dynomat.com), has been saying for
seven years: Seeding clouds, thunderstorms, hurricanes and fires will work
(http://tinyurl.com/7wymx).
Since 1999, Cordani and his team of experts -- including world-renowned
weather expert, professor and author Dr. Peter Ray -- have been conducting
in-house laboratory testing and field testing of Dyn-O-Mat's Dyn-O-Gel
polymer. All tests to date have proven the substance's ability to lessen the
impact of violent storms and fires through cloud-seeding. In fact, Dyn-O-Mat
has been issued a patent by the US patent office for seeding clouds with
polymer.
What's more, Livingston, a former naval physicist who holds a Master's
degree in cloud physics and who is possibly the world's leading authority on
weather modification and cloud seeding, stated that reducing a Category 4
storm would not be extremely difficult -- a theory Cordani has held for years.
And Livingston is not the first expert to state that cloud seeding holds
promise. In an interview aired July 7, 2000, on CBS News's "The Early Show,"
Dr. Hugh Willoughby, director of NOAA's Hurricane Research Division, said
Cordani's proposal "has a chance. This man has hit upon something that's
within the realm of physical possibility."
Since then, however, Willoughby has distanced himself from Dyn-O-Mat,
speaking out in the media against Cordani and against the feasibility of
seeding clouds to lessen a hurricane's force, in spite of the fact that he has
never been part of the Dyn-O-Mat project.
Neither has Livingston -- but he has successfully seeded clouds and
reportedly flown on over 250 missions into the eyes of hurricanes. And in an
article published on the Midland Reporter-Telegram's Web site,
Mywesttexas.com, on Sept. 25, 2005, Livingston went on record as saying
Hurricane Katrina "could have been dramatically curtailed"
NOAA is no longer in the business of conducting weather modification since
the agency's Project Storm Fury was shut down in the 1980s. So why, Cordani
asks, has Willoughby continued to -- as Cordani sees it -- discredit a company
like Dyn-O-Mat that is interested in working with the government to lessen the
damage wrought by natural disasters, particularly when he has never worked
hands-on with Dyn-O-Mat's products? In fact, Cordani is concerned by what
appears to be a discrepancy in Willoughby's data. At one point, Willoughby
estimated that Dyn-O-Mat would need ten aircraft to seed a storm. He later
revised that figure to over 400, while Livingston's research showed that two
small aircraft per hour could do the job. Cordani wonders what can account for
such a numbers gap.
"I also continue to be puzzled by government agencies' quickness to offer
criticism but not engage in serious discourse on the potential of cloud-
seeding," concluded Cordani. "If they don't think it will work, then I want to
be able to hear their rationale and offer my own. Third-party criticism is not
helping us move closer to a solution. It's time to air it out in public."

Biological Warfare Agent Slurry Droplet Methodology by TIMOTHY BAUER

U.S. Naval Surface Warfare Center Dahlgren

Abstract Number: 64

Last modified: March 29, 2011

Working Group: Chemical and Biological Defense Hazard Assessment

Abstract

Predicting the dynamics of biological warfare agent dispersed as an aqueous slurry from a commercial-grade spraying system requires simulation of several complex processes. The resulting biological agent particles of interest are the respirable ones less than 10 microns in diameter; however, the initial slurry droplets are expected to range from 10 microns up to 500 microns in diameter. The droplet fall velocity must therefore be accounted for. The droplets will evaporate as they are carried by the wind and fall towards the ground. The rate of evaporation of a pure water droplet is a function of fall velocity, vapor pressure, and relative humidity. Biological warfare agent slurry droplets add the solution effects associated with the presence of organisms, insoluble growth media, and soluble growth media, all of which act to lower the droplet vapor pressure. The slurry droplets leading to respirable particles must be small to begin with and will evaporate within seconds under conditions of low humidity. Under moderate to high humidity conditions, though, complete evaporation will not occur. Finally, a fraction of droplets and particles reaching the ground will deposit. Only a small fraction of respirable particles reaching the ground will deposit; the rest will be carried by eddies back into the plume. This presentation discusses the methodology developed by the Naval Surface Warfare Center in Dahlgren, VA to address these processes.

"Summary
ABSTRACT

Since 1947 submicron-size aerosols of materials which can initiate ice nucleation activity have been used in weather modification experiments and in operational programs. Many aerosol generating methods have been tried; the two methods most used at this time are combustion of certain flammable solutions and the burning of specially formulated pyrotechnics. Other aerosols have also been generated for atmospheric tracer and warm cloud modification experiments. These aerosol generation techniques are quite flexible, in that many different materials can be generated in a wide range of particle size distributions. Aerosol technology has been and is continuing to be advanced by the weather modification effort.
