"Weather as a Force Multiplier:
Owning the Weather in 2025"
is one of the bases - besides the everlasting "contrails" in the sky - to get an idea about what is going on in the sky. As the military has usual the privilege to keep officially its activities via legal "national security" reasons in the dark so much more rumors keep blossoming about the circumstances of the activities in the sky. In legal terms the military is accountable to the government and the government is accountable to the people. If people elect the government the legal obligations of the government have been fulfilled. That is the way of accountability. Nevertheless there appears to be a refusal to talk openly about such possibilities of acting without the consent of the people because they gave the legal consent already to the each ruling government. In such a way such acting can be legitimized by the vote of an election but may not be legalalized through a vote as such acting hurts people and each person has a constitutional assured right of defense against the state - which means everybody has a constitutional assured right of defense against the majority of the members of a territorial corporation. If one has not the possibility to address an issue to a body of that territorial corporation privileged actors - which may not be part of the military - within in the regional corporation may act on and on and on.

Obviously, as the Air University made this publication to the general public available it admits the possibility - not the reality - of such described doing laying the responsibility of that matter into the hands of the public.
