Once formally proposed, an unsuspecting public may accept them as a necessary means for weather modification and our future "sustainability". But their real agenda may be the nanotechnolotical control of biolovy, ecology and the earth.
This formulation is contemplative, not political. It does not try to exploit, indeed does not even mention, the moratorium.
"That is because it dates from before the moratorium" some might say.
