Emotional expectations of the populace towards the populace is creating inner societal tensions.

Criticism of fiscal gap accounting
The proposed 'fiscal gap' accounting method has been criticized as fundamentally flawed by economists Dean Baker,[3] Bradford DeLong,[4] and Paul Krugman.[5] Their critiques, referenced above, center on the fact that fiscal gap accounting calculates the growth future debt in current account terms, without taking into account the fact that future GDP will also grow proportionately, with the result that future debt will fall on generations with substantially larger incomes to cover the debt, obviating the seeming fiscal impossibility of covering the gap."
https://en.wikipedia.org/wiki/Fiscal_gapComment: If you take in account that for explicit ("official") debts there was introduced a debt ceiling of 3 % of the GDP for the EURO-countries you have a target mark which at least is a little bit recognized as "objective". (Nevertheless, that in the case of Spain this did not help much because of the U.S.-financed tax loophole construction boom.) So, what is the debt ceiling for implicit state debts?
As an example:
If you take in account what Dr. Bill Quirk ("5G can be a tremendous move for California but only if it can be put up quickly and easily." (Minute: 1 Second: 34)) says in his political function as representative you may get a boost by a new technological change with "5G" which is creating more moneyworth surplus value for the society in California financing the implicit state debts. But you don't get only a suspected monetary surplus value from this technological change you have also costs which will be subtracted from the speculative surplus value of the future. These costs are not only pure economic investments but also for instance health consequences which the populace is receiving as a burden. As future is mainly uncertain implicit state debts are a bet on the lifes not only of the future generations but also of the present generation which received promises from present conditions. As the future can not fight for present decisions implicit state debts may have desastrous ramifications (The German unification process was only a slight taste of such possible development. The Koreans will avoid it. Greece is also a good example.) - because there is any implicit state debt ceiling. And as present conditions become possibly worse economically the pressure on the future would be even harder. The missing implicit state debt ceiling is part of the political everyday-game.

Question: Isn't he not a physicist? What does he know about synchronicity effects of electromagnetic waves of biological systems and electromagnetic waves of cell phone towers? What does he know of biological sensitivity to artificial electromagnetic frequencies? Does he have a degree as a MD? Or as biologist?
His expertise:

Drought in the Sahara: A Biogeophysical Feedback Mechanism
https://www.researchgate.net/public...hara_A_Biogeophysical_Feedback_MechanismAbstract:
"Two integrations of a global general circulation model, differing only in the prescribed surface albedo in the Sahara, show that an increase in albedo resulting from a decrease in plant cover causes a decrease in rainfall. Thus any tendency for plant cover to decrease would be reinforced by a decrease in rainfall, and could initiate or perpetuate a drought." (William Joseph Quirk)
There is no connection to the field of electromagnetic wave synchronicity between biological and technical systems. So - how can he judge scientifically about the electromagnetic influence of cell towers in biological beings?

Ex-GAO head: US debt is three times more than you think
BY BRADFORD RICHARDSON - 11/07/15 07:00 PM EST
https://thehill.com/blogs/blog-brie...-debt-is-three-times-more-than-you-thinkPaul Krugman:
"You can argue that it’s better to avoid abrupt changes — to put things on a glide path to sustainability. But that’s a much weaker point than you might expect given all the cries of bankruptcy and crisis."
https://krugman.blogs.nytimes.com/2014/08/02/quadrillions-and-quadrillions/If this is really "a much weaker point" is really the question. Krugman plays with the psychological aspect. The other way around is a balancing out of every possibility as men don't really accept any limit. That way you avoid present conflicts on the costs of future conflicts. And as already said above the future can not fight the presence. But in today's conditions ("weapons of mass destructions") the future can be real desastrous.
