Unfortunately, Carnegie Europe does not show any proof about European "own explorations into geoengineering solutions" which shows clear data in any European public budgets.
This sentence indicates that there are lobbying efforts for realization money making through emphasizing the need of geoengineering because of the so-called "climate change" by Carnegie Europe.
At the end of the paper by Richard Youngs there are a number of notations used within the paper. One notation for the allegation of "own explorations into geoengineering solutions" by European governments is missing.
