This definition of the year 1973 has the value that it is not burdened by the nowadays public discussions. You may guess that this kind of definition is valuefree - at least for the situation of today.

According to this definition of "Conspiracy" a conspiracy is usually not directed against the people of the state but against the organization of the state which we normally understand as the "government".

Today, in the exercise of the mass media the word "Conspiracy" is used - in connection with the term "Conspiracy theory" - as suspected secret conduct of the organization of the state (government) toward its state people which a state is constituted of as public policies to the people are being suspected to harm - not enhancing - the populace. That way public policies get the connotation of a "conspiracy". But as we know a "conspiracy" is by definition mainly directed towards the organisation of the state - the government. This reframing of the meaning of public policies into the meaning of a "conspiratorial" conduct of the government distracts the attention of the public from the fact that many public policies - mainly done by the unelected "deep state" - are against the interests of many persons. To avoid public discussion of these public policies they have to be blocked psychologically. And the method of doing so is the accusation of discoverers of secrets as "Conspiracy theorists".

The concept of "conspiracy" is valuable because this kind of "reality" creates the insecurity needed to benefit from secrets.

The inversion of the original meaning of the word "conspiracy" - as this original meaning of the word "conspiracy" is being changed into the meaning that the organisation of the state - the government - is conspiring against its people - has the purpose of confusion. It is not possible for the government by definition of the word "conspiracy" to conspire against its people - at least in democratic states. The reframing of the original meaning of the word "conspiracy" has led to a consciousness that not groups of the populace - who are still nevertheless silently conspiring against the state (for example the European Roundtables and the like) - are conspiring against the state but the state itself via its policies is conspiring against its people. This impossibility by definition produces psychological tensions which are quieting down any attempt of public discussion.

The change in the usage of the word of "conspiracy" has two effects:
First: You forget to discuss that parts of the people (whoever it may be) are conspiring against the state, because the psychological efficacy of the original meaning of "conspiracy" is still working.
Second: A conspiracy of the organisation of the state against its state people sounds unbelievable preposterous as it is controlled by elections. Therefore people who think that way must be mentally ill. And nobody wants to be mentally ill! Therefore the common man develops a psychological blockade even to think about it.

And therefore the constant reiteration of the language regime "Conspiracy theory" in the mass media.
