This threat shall be reserved to information about "Secrecy" from the legal point of view. Not the personal rights but the government rights to keep information secret.

Only in this context it is possible to comprehend the phenomenon of the development of a conspiracy theory.

As the in history interested person knows it is part of politics to conspire. But not only politics is tagged by conspiracy also the usual business activities are full of conspiracies.

Therefore conspiracies are nothing new to mankind.

We don't call it in everyday life "conspiracy" - we call it intrigues.

The reason why man is conspiring is to have advantages before other persons. Often truth hurts. Hurting is not a goal in social interactions between persons. The hurted person is after being hurted in a defense position. To avoid such a defense position in social interaction the potential hurting person is lying to get what this persons wants. This is the usual follow-up of an intriguing person.

Usually the intriguing person tries to hide his intentions and shapes his conduct in a way not to be discovered as a mean person.

The first thing to achieve is to create an atmosphere of trust.

This is a dramatic circumstance as men can not get along with the social environment without trust.

Therefore a talented intriguing person can convince a person to comply with the wishes of the same intriguing person although this would be against the interests of his/her victim.

An intriguing judicial person has even more possibilities to intrigue against their "marktets":
The Corporation: A documentary analyzes the conduct of big corporations - a psychopathic conduct
http://globalskywatch.com/chemtrails/ubbthreads.php?ubb=showflat&Number=17640#Post17640

The territorial authority has - again - even more possibilities than the ones of a "corporation".

"Secrecy" is the key factor for territorial authorities to intrigue against its own people - not only because of its competitors.

Territorial authorities have to achieve different goals other than those of private corporations. Therefore their methods are more comprehensive than from those of private corporations.

Human rights organization as the ACLU, Human rights watch, amnesty international have found their justification of existance to defend the basic rights of persons - natural persons as well as judicial persons.

The existance of human rights organizations is proof enough that intrigues of territorial authorities are existing.

It doesn't matter if the state as a legal body is consciously intriguing against their own people as Nazi Germany did it to its own Jewisch people as a big group of its populace or lobbyists capture the legal body with the name "state" to instrumentalize its structure to get access for their interests of profit: the "state" serves. And the way how to reach this goal is a way of intrigue and deception.

It is simple to point the finger on countries like China or North Corea the only existance of the ACLU shows that the U.S. as well as other countries with Bills of Rights are infringed by their territorial authority.

The reasons of infringements of the basic rights of its people by territorial authorities have to be differentiated. There is negligence without purpose by the employees of the territorial authorities as well as culpable negligence by the employees. Also the territorial authorities often are under pressure to axe officials and therefore can not fulfill their obligations. There are probably many reasons of why territorial authorities do not comply with legal rules regarding the basic rights of their people.

This threat does not have the task to number all these reasons.

This threat has the task to show that purposeful infringements of the basic rights of their peoples by territorial authorities need one essential to implement purposeful infringements of the basic rights:
Secrecy

Below you find some legal instruments for territorial authorities to achieve Secrecy for their actions.

Of course, not every necessity of Secrecy for territorial authorities are always caused by political considerations of purposeful infringements.

Conspiracies do have the feature to be done secretly.

To theorize about possible conspiracies is not just a leisure activity. As history has shown theorizing about possible conspiracies is a brick of survival.

As Wikipedia - an opponent - put it:
"Theories are analytical tools for understanding, explaining, and making predictions about a given subject matter."
https://en.wikipedia.org/wiki/Theory

And as shown above intrigues are part of everyday-life. They don't happen every day but one has to reckon.

Newspaper: Frankfurter Allgemeine Zeitung from January 21rst 2016
http://www.faz.net/aktuell/politik/...ss-zur-oeffnung-der-grenze-14024916.html

Usually there is an obligation to publish public regulations. The conservative German newspaper Frankfurter Allgemeine Zeitung asks itself if there could be a secret order how to handle the migration question in Germany.

If so, this has a direct consequence to the question that there are maybe even more secret orders in other fields with a legal basis on secret public regulations.

"Unerforschbar

http://research.uni-leipzig.de/leus...-Riese-Das-Geheimnis-in-Krisenzeiten.pdf

"Summary
Secrets are characterized by two opposing claims: secrecy and disclosure. In democracies secrets need to be justified, for example with regard to privacy, state security or efficiency of decision making. The latter leaves most discretion to executives and points to an underlying paradox of secrecy in democracies: In order to attain a specific goal it might be necessary to take decisions secretly and thereby without parliamentary debate and approval. (Financial) Crises, it is argued here, are exemplary for this paradox. As financial crisis policies aim at the stabilization of “the markets”, they rely heavily on secret decision-making to avoid escape reflexes. The chapter examines the parliamentary debates in the German Bundestag on the implementation of the European Stability Mechanism. The analysis concentrates on how the limits and necessity of secrecy are negotiated between the executive and the parliament. Thus the chapter i.a. contributes to the discussion on executive-driven European integration as well as to the debate on the impact of the crisis on the balance between executives and parliaments, between secrecy and openness."
