Baake wants to keep these worldwide 15.000 Gigatons in the ground. Baake is Member of the Green Party in Germany. As Staatssekretär he's the second person just behind the Federal Minister of the economy in Germany. Therefore, his words are German government policy.
The article is full of policy aims to be realized until 2050. The legal legimatization of these goals comes from the Paris Summit last year. In Reality, Industrial policy is expressed in this article.
Baake does not write it specifically, but between the lines there is the idea of FORCED econonmy to forbid investments into fossile technologies. Even gas is planned to be created artificially. What Baake does: He uses a theory with vague assumptions as a proof of a coming global catastrophe to found a legitimation for introduction of a FORCED economy in the style of the former Eastern bloc.

Overcoming FORCED Economy was the political goal of the Cold War. Anticommunism was the instrument to realize this goal. Nowadays, it seems that there is a revival of FORCED Economy ideas within the same political system which fought FORCED Economy until 1990. And the most strange thing: there is no open debate about the content of a possible FORCED Economy. Therefore: the actual aim is not to establish a carbonfree economy, the actual aim is to intensify the regulation mania into even more spheres. A guaranteed income strategy by using the legislator.
An example: if you are enforced by law to insulate your building instead of spending money for oil or gas you loose the possibility to choose between spending money for insulation or for oil or gas. In other words: you are regulated. Even better: if the insulation produces moulds you have to pollute the ground water with poison as a consequence of fighting molds above ground or finally tear down your house.
Similiar things happen in the insurance branch which influences everyday life because of legal restraints before insurance guarantees are implemented.
Even worse: You get enforced to have insurances although you don't have any income - you become a private debtor by law besides being already a debtor for public liabilities as a citizen.
After lobbyists of all kind plundered the public sphere they penetrate the private sphere using the debts of the public sphere to blackmail legislators for their plundering wishes toward the individual.
And you need always a good story to keep public resistance low.
