In 1996, the ""Owning the Weather"" document was made public exposing the intent of the U.S. military to control the weather by 2025. This document is nothing more than a sophisticated piece of disinformation specifically designed to disarm the public to the fact that weather control technology is already fully implemented and operational. The date stamped in the title of the publication - "2025" - is placed there because the authors know that 99.9% of the public will never read the document, so the disinformation is placed in the title so as to be most effective.
The Principle: By telling the public the military intends to accomplish some project far in the future, they psychologically hinder the public from realizing that they are in fact doing it right now.
This is one of the most common techniques used to fool the public. It's called "Preemptive Disclosure" or "Temporal Shifting". This is the process of claiming something will happen in the future when - in reality - it is happening right now. A perfect example of this is geoengineering (chemtrails).
Governments around the world are holding geoengineering conferences. At these conferences, selected scientists are discussing the feasibility of spraying particulates (and chemicals) into the atmospherein the future for the claimed purpose of stopping global warming. What they don't tell you is they are already spraying, and this is exactly the point. These conferences have no other purpose than make the public believe that aerosol spraying is not occurring right now, when in fact, it is. These lies told to the public are a psychological operation ("psyop") designed for public consumption.
This method of disinforming the public works because people view the openness of these meetings as the government making a public disclosure ("we are considering controlling the weather in the future") and this causes the public to believe the government is being honest about their intentions.
This would be similar to an alcoholic husband confessing a moment of weakness to his wife. He confesses that he walked up to a bar, put his hand on the door, then walked away, when in fact he went into the bar and drank. His wife believes him because he is demonstrating his "honesty" by making a confession; a "disclosure". This is a very effective method of lying and works as effectively against a single person as it does a large population.
Large-scale deceptions against populations are not only common, but history is full of documented examples, and in this age of mass-communication technology, the ability to disinform the public has never been more available.
