Before ever hearing of 'chemtrails', Canadians were the first to formerly complain to their federal government over what they identified as chemical spraying. In November 1999, an Opposition Defence Critic presented a petition to Parliament signed by 550 residents of Espanola, Ontario. The largely native community demanded an explanation and an end to aerial spraying by photo-identified USAF tankers, which they claimed was sickening children and adults over a 55 square mile area.

Laboratory tests of rainwater falling through the sky plumes being paid in X's and grid patterns over Espanola found levels of aluminum seven-times higher than federal health safety limits. The U.S. Air Force denied flying over Espanola. The Canadian Forces, which do not operate large squadrons of aerial tankers, eventually responded, saying, 'It's not us.' (...)"

„CHEMTRAILS

In 1998, the issue of chemtrails became a prominent concern in party of Canada, in particular the tine town of Espanola in northern Ontario, where United States KC-135 aircraft were said to be making routine passes over the community and dispensing harmful chemicals. The concerns became so great that on November 18, a representative of Canada's New Democratic Party, Gordon Earle, presented a petition to parliament, calling for the covert spraying program to stop. At the time, many residents were claiming to be suffering dizziness, sudden fatigue, headaches, asthma, joint pains, and flu-like symptoms. The petition stated: „Over 500 residents of the Espanola area have signed a petition raising concern over possible government involvement in what appears to be aircraft emitting visible aerosols. They have found high traces of aluminum and quartz in particulate and rainwater samples. These concerns combined with associated respiratory ailments have led these Canadians... to seek clear answers from this government.“ (102) The petition went on to ask politicians to repeal any legislation that permits dispensing substances by Canadian or foreign aircraft „without the informed consent of the citizens of Canada thus affected.“ (103)

"THE ESPANOLA PETITION.

On November 18, 1999, the people of Espanola (Ontario, Canada) petitioned Parliament. Addressing the Canadian government on their behalf, NDP Defence Critic Gordon Earle explained:

'Over 500 residents of the Espanola area have signed a petition raising concern over possible government involvement in what appears to be aircraft emitting visible aerosols. They have found high traces of aluminum and quartz in particulate and rainwater samples. These concerns, combined with associated respiratory ailments, have led these Canadians to take action and seek clear answers from this government. The petitioners call upon Parliament to repeal any law that would permit the dispersal of military chaff or of any cloud-seeding substance whatsoever by domestic or foreign military aircraft without the informed consent of the citizens of Canada thus affected.'

The Ministry of Defence eventually replied, denying their involvement in any spraying program over Espanola and added somewhat ambiguously:

'In addition, the Canadian Forces have confirmed that they are not aware of any visiting foreign military aircraft having requested diplomatic clearance to conduct aerial spraying or to drop chaff in the vicinity of Espanola.' "
