On the geopolitical side, the technology’s potential to alter weather patterns and benefit certain regions at the expense of others could trigger sharp opposition by some nations. Others might seize on SAI’s benefits and back away from their commitment to carbon dioxide reductions. And, as with other breakthrough technologies, global norms and standards are lacking to guide the deployment and implementation of SAI. (...)"

An open discussion about Geo-Engineering is even more urgent than ever.
What one can say in favor of the CIA director Brennan is that he is only speeking out thoughts which are there in governmental departments anyways. One person alone - and John Owen Brennan is at the moment the person who represents this one government agency - has not the power to realise such plans. As he is the representative of one government structure he has only the power to realise longer-lasting trends which were laid down already by his predecessors. Usually you call this strategy in contrary to the term of "tactics". He may resist those trends but he may also fulfill the will of his predecessors as other government agencies are also fulfilling the will of their predecessors. If there is a coordinated strategy to a topic you can hardly resist bigger trends as the pressure on this person is huge. Each resistance against the will of the predecessors is costing political capital to the office bearer. Thus the present-day office bearer has power but not that much power as the office itself has. He is just the present-day office bearer: He is a power agent.

He alone can not have that much strength to follow the path of Geo-Engineering. He is just using trends to foster his carreer. He is using the trends laid out by others but which are not public.
Engineering is the key word. And although there is maybe no common consciousness about it: Picasso is the key.
