DHS is evaluating protocol for external contamination of living people (henceforth defined as patients; see Lexicon, p. 114) with toxic industrial chemicals, toxic industrial materials, or chemical warfare agents in a mass casualty incident resulting from an accidental or intentional release.

Public comment time: 39 days...this was a bear to find and I haven't waded through the whole guidance paper yet.
