Weather as a Force Multiplier: Owning the Weather in 2025
"Weather as a Force Multiplier: Owning the Weather in 2025" is one of the bases - besides the everlasting "contrails" in the sky - to get an idea about what is going on in the sky. As the military has usual the privilege to keep officially its activities via legal "national security" reasons in the dark so much more rumors keep blossoming about the circumstances of the activities in the sky. In legal terms the military is accountable to the government and the government is accountable to the people. If people elect the government the legal obligations of the government have been fulfilled. That is the way of accountability. Nevertheless there appears to be a refusal to talk openly about such possibilities of acting without the consent of the people because they gave the legal consent already to the each ruling government. In such a way such acting can be legitimized by the vote of an election but may not be legalalized through a vote as such acting hurts people and each person has a constitutional assured right of defense against the state - which means everybody has a constitutional assured right of defense against the majority of the members of a territorial corporation. If one has not the possibility to address an issue to a body of that territorial corporation privileged actors - which may not be part of the military - within in the regional corporation may act on and on and on.
Obviously, as the Air University made this publication to the general public available it admits the possibility - not the reality - of such described doing laying the responsibility of that matter into the hands of the public.
Welcome to the School of Advanced Air and Space Studies
Air University's School of Advanced Air and Space Studies (SAASS) is the US Air Force graduate school for airpower and space power strategists. A highly qualified and motivated faculty, a small and very carefully selected student body, a coherent and challenging curriculum, outstanding educational and research resources, and a well-designed facility combine to produce tomorrow's senior military leaders who are experts in the employment of air and space forces.
Background
A revolution in Air Force Professional Military Education (PME) began in the late 1970's following the frustrations of the Vietnam War. Continuing into the 1980's, this revolution led Air Force Chief of Staff Larry D. Welch to charter a new graduate school, the School of Advanced Airpower Studies (SAAS), at Air University in 1988. The first class convened in the summer of 1991 and graduated in June 1992. SAAS was fully accredited by the Southern Association of Colleges and Schools in 1999 and was redesignated the School of Advanced Air and Space Studies (SAASS) in 2002. Since the graduation of its first class, SAASS has produced many of the US Air Force's most influential airpower strategists and future leaders.
SAASS is a 50-week, follow-on school for selected graduates of intermediate-level Department of Defense PME schools. SAASS creates warrior-scholars with a superior ability to develop, evaluate, and employ airpower within the complex environment of modern war. Upon completion of all requirements and with faculty recommendation, graduates receive a master of philosophy degree in military strategy.
SAASS faculty members hold a doctorate or equivalent in their fields of academic expertise. The SAASS faculty is equally divided between terminally-credentialed field-grade or senior officers and civilian scholars. The depth, breadth, and diversity of their expertise are demonstrated by their wide-ranging and internationally-renowned publications and presentations." http://www.au.af.mil/au/saass/history.asp
Watt, Angus Weather modification : the ultimate weapon? Maxwell Air Force Base, Ala. : Air War College, Air University, [1993] http://www.worldcat.org/oclc/36636809
"Abstract : Within the topic of true weather modification, there is a considerable diversity of issues, not the least of which is the dichotomy formed by military and civilian interests. Civilian programs are predominately agriculturally-oriented, while the military tends to be more interested in using weather for hostile purposes. While each group may use similar techniques and suffer the same problems of practicality and effect, the military purposes raise some thorny ethical questions which must also be considered. With the foregoing in mind, the focus of this paper will be on the deliberate use of weather modification techniques by the military. The discussion will concentrate on the practicality and morality of weather warfare, with the aim of demonstrating that military weather modification may be technically feasible, but some of its forms may be difficult to justify on grounds of practicality and ethics" http://oai.dtic.mil/oai/oai?verb=getRecord&metadataPrefix=html&identifier=ADA283033
"1950 wurde Heinz Haber Assistenzprofessor an der Air University" ("In 1950 Heinz Haber became associate professor at the Air University.", translated by Denglisch)) https://de.wikipedia.org/wiki/Heinz_Haber

According to this source Heinz Haber was an appointed professor of aerospace medicine at the Air Force University in 1958.
Therefore, the Wikipedia account about the dealings of Heinz Haber with the Air University seems to be inaccurate, because despite of the mentioning of his appointment as an associate professor in 1950 (German version of Wikipedia) the appointment of Heinz Haber as a normal professor is missing at all and gives therefore the impression that his connection to the U.S. Air Force has been finished in 1952 when he got employed by the University of California. Despite of his appointment at the Randolph Air Force Base in Texas in 1958 you can be sure that he stayed in touch with the elite of the U.S. Air Force - the strategic thinktank of the Air University during his employment by the U.S. Air Force. Excerpt of titles by Heinz Haber at the library of the Air University: longlink.com (Look also below the snapshot)
In the English version of Wikipedia there is no mentioning of Heinz Haber and his connection to the Air University at all. This detail of information is of great value because in 1956 Heinz Haber got also under contract to Walt Disney as a „Chief Science Consultant“. And this fact again is even of more value as it shows how the views were inside the Air University at the time as Walt Disney created his documentary: Walt Disney: Frozen areas become productive - the vision of fifties: Global warming http://globalskywatch.com/chemtrails/ubbthreads.php?ubb=showflat&Number=17408#Post17408
It gives a detailed inside impression of the views of the Air University which also influenced Kennedy's speech a few years later. The goal was to get total control of the weather: stone by stone! Not by a single president but as an entity of an administrative government body. It remembers a little to the moon program: one president started it and two presidents further the fruits of the labour can be enjoyed.

Discussions of warfighting domains in the past have included land, sea, air, and space. Recently cyber was added as a current domain of concern. But as cyber capabilities continue to evolve and combine with enablers of rapidly improving artificial intelligence, nanotechnology, and biotechnology, new threats may emerge. These threats may manifest at the state, non-state group, or even super-empowered individual levels in the Age of Surprise.
The Air Force Center for Strategy and Technology produced this video as part of an annual study it conducts about strategy and "airpower" in the future. The information is inspired by findings published by the Blue Horizons graduate student program at The Air University.
The interesting thing around "Titan Rain" is not the cyber attac - which is maybe interesting for those who are interested in that array - but the name itself: Somebody has created this name. And this person created this name with associations of his own experience. Usually, there is a moon named "Titan". Or "Titan" was used to build super stable Russian submarine. "Titan" is expensive. "Titan" has a low weight.
And - "Titan" is one of the materials used in geoengineering.
Whoever used "Titan rain" in 2003 as code name for the cyber attacs had an imagination of what "Titan" can be used for.
