what this really means is that they are doing it now, but they don't want the public to know about it.
This type of disinformation is called "Concession". It is the act of admitting that something "may" happen "in the future". Such an admission (a "concession") lends credibility to the story in the eye of the public because concessions are generally considered acts of honesty.
In reality, weather control was first practiced in war in the 60's and was perfected in the 70's. It was a central thrust of military technology development because it enabled the destruction of a country or population without blame on any particular entity. It enables warfare to be conducted on a population without the population knowing, and when the population does not know, the warfare can continue indefinitely with no retaliation from the target population.
